El Topo comes to mind, but I'm sure I've probably seen stranger films that would be excluded on your decency clause.
Taxidermia is pretty peculiar too.

@Archer: People always throw eXistenZ in a strange movie list, but I have it and I don't find it all that strange... Maybe I'm just jaded.
@Make Art: Yeah Alejandro is good for strange ones, although I think Holy Mountain tops El Topo, I kind of... 'get' El Topo on some levels, so the strangeness isn't there as much. And yes, Taxidermia! I rented it from the video store, I didn't see that one coming, did you find it creepy like I did?

Les Revenants is a French zombie movie. It was extremely entertaining, but there was definitely something lost in translation, because I did NOT understand the ending. I recommend it, though.
I just saw Gozu tonight. It was weird, funny, and gross. Sort of David Lynch meets asian extreme. I'm still not sure what the *weirdest* movie I've ever seen was.
Brothers Quay stuff, too.
But then their work was avant-garde/experimental from the very beginning, so I don't know if it counts.

I don't remember much of eraserhead, though, just an overwhelming feeling of weirdness. I was tripping balls when I first saw it. Not a good idea.
