i use pretty severe mp4 compression for the movies i keep on my computer, and when the processor gets taxed by some other app, this often happens momentarily to the playback. i enjoy it every time.
le_sacre, RIGHT. That is the "technique". Sometimes I see it on cable or satellite TV for the exact same reason... always thought it was trippy... guess someone figured out how to make it happen on purpose...
I love how when the image pixelates and the other motion takes over, it's like, yes painted, with those pixels, until the processing catches up.

hm. It has the aura of an impressionist painting, but it's not really focused or varied enough to be more than soup, to my eyes.
