i use surpass hosting. my monthly plan is $6. i'm almost positive you can buy the domain from them as well, but domain stuff for me is super tricky cos i bought mine from a different company who refuses to change any of the DNS stuff and its a really complicated mess. but it was cheap. :o/

Okay...here are the definitions:
Domain: The address of the website. My domain is jaydef.com.
Hosting: A service which allows you to use their servers to host your website.
If you want a free site where you you can display stuff you've written, my recommendation would be wordpress.com.
You will get a full domain name of ***.wordpress.com, but it works really well, and looks nice, and has a lot of features. You can also choose to add a domain that theirs would redirect to.
If you would like a fully paid site, you will need to register a domain. (I'd suggest GoDaddy.com for that. It's a yearly fee, and pretty inexpensive.)
But then you would need to go to a hosting site for that. I pay $11.95/month (or something like that) for my hosting through Site5.com.
Also, if you go this route, you'd need to have a little bit of knowledge of database stuff (I found tutorials that showed me how to do this on the web.)
If you don't know a whole lot about web stuff, I would recommend wordpress.com. It's quick, easy and free.

You can very easily end up paying a few cents a month. It's 1 cent a month per megabyte stored, and 1 cent per gigabyte throughput. The average site (excluding the top 1%) ends up costing 11 cents a month.
It's a pretty cool company all said. I've had sites there for a few years now and I'm 100% pleased with them. There's just such a refreshing lack of bullshit about them.
i second jaydef's rec of godaddy.com for a domain name. like he said, you don't have to host your site there but i believe they have hosting plans as well if you want to do it all in one place.
for my blog which is hosted by wordpress, once it has a good number of posts and a bit more of an audience i'm planning to buy a domain name for it through godaddy and have it pointed to wordpress.
google also has free web hosting, with very limited options for design. i don't know how much space they offer, but it's quick to set up and you don't need ftp or anything.
