I think it might be some sort of repetitive memory effect.
This stretch of high was once named "The Narrows" because it was only two lanes (I believe) before "T-Rex" came through and widened it. Just before the speed limit goes up, there is a turn. It is currently a nice, gradual turn, but it was once fairly sharp.
If I recall correctly, there would always, always be traffic problems in this area, before it was widened.

So, there's a stretch of highway where the speed limit is 60. People tend to go around 70.
After traveling a bit, the speed limit is upped to 65. People tend to go 60.
About five miles after the speed limit changes, people are back up to 70-75.
It's very strange.
