When is your contract up, and do any other cell phone companies provide service that covers your dorm room?

I don't know when it is up. I don't think changing service providers will help, though. The general problem is that UW-Madison doesn't allow any towers to be built on campus and thus reception cannot be guaranteed by any provider.
And they just removed the land lines!

Well, unless they are providing satellite phones, the school needs to do something, even for reasons of their own liability (THEY need to be able to call YOU, and vice-versa). Perhaps a trek down to the IT department would be in order? To see if the school has identified a "recommended" solution?

I've just spent an hour on the phone with my cell phone service provider, which ultimately ended with them saying there was nothing else they could do to help. Boo. I still don't have reception in my dorm room.
