You could always use something like indesign to lay them out, but it might be more work than you need it to be.

I think the one for Mac called iCard is really good.
All the Windows programs suck that I've tried. It shouldn't be that hard.
However, for Latin stuff, you can try Liberation Philology for no-frills drill programs.
