Not sure about best but honourable mentions need to go to Donald Pleasance in Escape From New York and Peter Sellers' Merkin Muffley in Dr. Strangelove.

Personally, in contemporary terms, I'm a bit of a fan of Michael Douglas' President Andrew Shepherd in The American President.

Brian Keith's portrayal of Theodore Roosevelt in The Wind and The Lion is really great, I'd be inclined to go for that. Or Abraham Lincoln in Bill and Ted's Excellent Adventure.

By the way, any Bartlett fans who still wants to elect Martin Sheen remember you can instead opt for his role as Greg Stillson in The Dead Zone, where he initiates nuclear holocaust because Jesus tells him to in a dream.
