Just a block away from my house, the city shuts down the street for a weekend in September to have a music festival - usually jazz, blues and folky grandpa rock. It's called the Southside Shuffle.
i'm coming to everyone's hometown. i love these things, like detour days in dundas, this stuff cracks me up.
My proper city (yay suburbs) has Lilburn Daze, which is an arts & crafts fair on the second saturday of October. They also have an annual xmas parade, same sort of timing, I think, but for December.
Atlanta has several! Atlanta Arts Festival, Taste of Atlanta, Dogwood Festival, Sweet Auburn Heritage Festival, Southeastern Flower Show, Atlantis Music Conference, Out on Film Festival, First Night New Years Eve Festival... too many more to list, really. :P

Unless you mean my hometown. "It has the longest continually operating county fair in the United States", according to Wikipedia.

I think once a year, the Vons stays open until midnight to count inventory.

Well, Home had the Gettysburg Reenactment. I don't really have a city/town to call my own right now though.
