@Jay Def: Exactly. In this clip especially he's a huge dick because a. the guy clearly says NABIBIA instead of NAMIBIA and gives him the money. Then he does some awful segue about little league baseball after the break just to take away the money he awarded him.
I think my favorite part is when Allen gives his neighbor a "WTF!" look and the guy quickly averts his gaze by looking down at the podium. priceless.
